In the wake of the appalling cruelty that’s been meted out to several horses within the borough boundary in the past 18 months, Waterford City Council has declared that enough is enough.
Through its new Control of Horses policy published last week, City Hall is to establish a licensing system that will provide a comprehensive record of horse numbers in Waterford.
