WATERFORD City Manager Michael Walsh has said there is “no substance” to a report that Waterford City Council broke procurement rules in 78 per cent of deals.
A report in yesterday’s (Tuesday) Irish Examiner claimed that an internal audit team had uncovered significant problems with how the council had spent public money.
