A consultation document focusing on the 2007-13 Waterford City Development Plan openly questions if a city whose centre ‘goes to sleep very early’ has been divided into too many ‘quarters’.
Issued to Councillors at the June meeting at City Hall, the document also addresses an age-old issue that’s bedevilled the city for several decades: how to increase footfall in the heart of the city.
